In IIS you need to check the "Web Service Extensions". If you do not have an extension in their that explicitly permits the php.dlls you are using then you will get the errors you described. You need to add both dlls you are using for example if you are using ISAPI then you would set up - php4ts.dll and the php4isapi.dll
