Jason, normally this IS the case. However with IIS6 a 404 error can also occur, if you do not register PHP as an "Allowed Web Service Extension". Follow this link (go to about halfway down the page) http://www.simongibson.com/intranet/php2003/ It explains how to add PHP as a Web Service Extension.
