Yes, it does.

Interestingly, I just tried modifying the extension_dir to use '/' instead
of '\' as the directory separator, then I tried commenting out a different
module (php_msql), and it hung Apache when restarting as well. So it appears
that it's not just LDAP that's causing the problem -- it's all of the
modules.

Any idea what configuration setting other than extension_dir would affect
loading modules in such a manner?

probably not helpful but does the php.ini extension_dir variable point to 
the location of the PHP extension dlls? e.g. c:/php/extensions/
