I know this is not the question you asked, but in my experience, PHP runs much much better under Apache than IIS. Perhaps you should consider using Apache. (I used to run both IIS 5 and IIS 6 with PHP and it was terribly slow. I installed Apache for Windows and it is 1000% better.)
