[PHP-WIN] GD in PHP 4.3.0

GD is now a part of PHP 4.3.0. But, do I have to make some changes in 
php.ini (set it up) before I start using it or it's already set up to use?
I'm still getting error message:

Fatal error: Call to undefined function: imagecreate() in 
/home/admin/resize_image.php on line 12
