Well it turned out to be a problem with me and my clumsy fingers. I went through the installation process again and found that, instead of dropping php.ini and php4ts.dll into c:\windows\system32 I'd dropped them by mistake into \windows\system\ where they apparently sat & sulked. Moved them to the right directly and all is well - bliss!
