[PHP-WIN] PHP + Win98 Question

Can anyone please tell me why i can not use php fully under win98SE with apache 1.3.24 and PHP 4.3.0 I have most of the features of PHP but i can not seem to test scripts that i design that need forms or sessions. This gets rather anoying as with each new script i need to test it on a remote computer.
