No, you can only have one php.ini file used by php... HOWEVER it is possible to make changes to php.ini settings in the .htaccess files. Take a look at http://www.php.net/manual/en/function.ini-set.php, it contains infomation on the options that can be changed and where. How you make changes in .htaccess I don't know, but at least this should give you a start!
