I've been fiddling with this idea also, and using an XML file would
also provide greater flexibillity, as in adding new extensions, or
modifying the entries each extension has...

depends. I myself usually use the php.ini file as a base config,
and copy+modify it for each sapi I use, like php-cli.ini,
php-apache.ini & php-cgi.ini
the new combined cgi/cli interface breaks that a bit, but oh well...
