That's the entry you're looking for.  The 1 means it's allowed to run.  I
had to manually add that into the IIS to get my php to work as it should.
If there's a way to get the installer to write into the metabase.xml
(microsoft has IIS set to make daily backups of the metabase as it stands
now) then the windows IIS6 installer should run just fine.  If you need
anything else off of me, lemmie know.
