Exactly what is the error ?
What OS are you running ?

There is a difference between using the character ' and the character ", you know ?

For instance, the script 
$filename="test.txt";

$f = shell_exec("notepad.exe $filename");

will open TEST.TXT, but is younger brother 
 
$filename="test.txt";
$f = shell_exec('notepad.exe $filename');

will open the file $FILENAME.TXT and that could be a problem.
