Okay... Running under W2k/IIS/and MySQL:
I set my maximum execution time to 15 minutes, ran a script on two separate machines at the same time that creates 50 randomly named tables, populates the tables with data from my weblog (about 10,000 records), displays the contents of the tables in the browser and then drops the tables and was still able to hit database driven portions of my website from another machine. Though there was an obvious performance impact (I'm only running a PIII with 256megs and an IDE drive), there was no failure or hang and the server remained stable until I re-booted it much later. I'm pretty convinced that the ISAPI developer's idea of "unstable" is a bit more subjective than mine.
