When you refer to a ROOT; to create a file, you are not referring to the MACHINE's 
root, but to the FILE SYSTEM ROOT.
That is why the file goes to HTDOCS.
Try creating the file using an ABSOLUTE PATH, e.g "c:\Docs\example-dir\54.txt"
