That depends if you would rather subscribe to posts, post to subscribes, or just post-subscribe.
Ok, ok.... Newsgroups and mailing lists are not the same thing. If might be easier for you to simply access the php.windows postings from: http://groups.google.com/groups?group=php.windows .
