usually, I just copy *.dll to the winnt\system32 folder, and give
the iis users read/execute.. also, you need to add either WINDOWS,
or SYSTEMROOT to your environmental variables... for the php.ini file
to load... right-click my computer.. advanced environmental variables,
and add either WINDOWS or SYSTEMROOT with your windows path X:\WINNT
otherwise, it won't see the ini file...
