Have you installed Cygwin and tried compiling PHP with gcc? > I haven't found a really good Editor for Linux which is as > good as Editplus (http://www.editplus.com). Try jEdit (v4.0) http://www.jedit.com/, it's the best free editor i've ever found for any platform. Since it's java, you might think that it is resource hungry... but on my 600Mhz linux machine it runs perfectly smooth.
