No, i can't confîrm that. We use PHP on win32 with Apache and with IIS on WinNT an Win2000 servers. There have been stability prolems but only with ISAPI and they seem to have gone with 4.10. Like in other environments security issues are discovered now and then. Usually fixed versions are available quite fast. But I have to say that PHP and the web server have to be configured properly to work in a secured - like any other software exposed to the public.
