I've experience developing website using IIS, MySQL and PHP on Windows 2K machine and upload it to a server that is running Apache, MySQL and PHP on RedHat Linux 7.1 without a single code modification.
To upload files to your server, you need a FTP client, to create a database that your local mahcine is running, most server has some version of PHPMyAdmin.
