Run the PWS admin panel. There is an "advanced" button on the left. You find the "site" that is listed in the window and double click it to view the properties. From there, you should be able to add the read and execute permissions. I know this is kind of vague because I haven't used PWS in a while and don't have direct access to view the exact steps.
