Unfortunately the posting on the PHP.net website makes the situation VERY unclear.
PHP 4.1.2 is NOT required for Windows users. The security issues that the 4.1.2 patch deal with are Solaris and Linux specific. There is a PHP3 vulnerability in Windows, but since you were asking about PHP4, I assume that this doesn't matter.
