I read somewhere that a 56K modem would supply a maximum (uncompressed) download of around 53K, but only manage around 33K upload. This was something to do with the US's laws on preventing crosstalk. Don't know how true it is but might be worth investigating.
I suppose you could try two modems, one upload and one download however.
