Doesn't seem like its the CPU that's causing it to run slowly if it only
hits 55%. You've got 45% of your CPU idling.
Slowdowns are caused by some bottleneck hitting 100%. Look deeper into the
problem (hard disk, database, etc) to find the bottleneck...
