It doesn't really mattter, but you could try something like:
C:\temp
assuming you have temp directory on c. Make sure inetuser_<xxx> has write
permissions to the directory you specify.

I'm running apache as my web server. I found the settiong
session.save_path in php.ini and it is currently set to /tmp which I
would assume wrong, and to still be set up for a linux box, but I wasn't
positive on this. What would be a good setting?
