Are you running as a CGI or ISAPI? ISAPI can be a bit buggy. If ISAPI, make sure that the PHP install folder is in the SYSTEM path. I could not use the ISAPI method until this was done as the filter would not load. Otherwise, I guess it's just FUBAR!
