it may be a dll problem.. i'm pretty sure it is..
php4ts.dll may be needing one of the following dlls:
. kernel32.dll (its not missing this one.. your computer needs it to run)
. user32.dll (this one ether :p)
. wsock32.dll
. advapi32.dll
. ole32.dll
. oleaut32,dll
. odbc32.dll
. msvcrt.dll
. msvcirt.dll
. winsock.dll
search for those on your system and see if maybe your missing one :)
