[PHP-WIN] WebHosts with PHP4 and MySql

Hi there
 Does anyone know any good sites with php4 and MySql? May or may not be free, but must 
be reliable and fast. Like always available and non-hanging kind of  performance.

Free sites seem to be overloaded at the database end, very detrimental to the site 
function.

Any good paid for webhosts?
