Try write
WHERE [Start Construction Date] IS NULL
OR [Actual Completion Date] IS NULL
or alternatively selecting both nulls and empty
attributes with or without white spaces:
WHERE isnull([Actual Completion Date], '') = ''
OR isnull([Start Construction Date]. '') = ''
