There are lots of installation instructions around. My instructions to set PHP 5.4 up using FastCGI on Windows are at http://www.oracle.com/technetwork/articles/dsl/inst-php-apache-windows-098333.html (the notes also show configuring Oracle DB; you can ignore those parts.) Apache.org still doesn't have mod_fgcid listed on the download page so you will have to manually navigate to http://<yourmirror>/apache/httpd/binaries/win32/ (which is where the Apache MSI is) e.g. http://mirror.ventraip.net.au/apache/httpd/binaries/win32/ Installation as an Apache mod is easier; other people have instructions for that.
