I think you need to compile the module for apache you didn't write that you did this, or did you?

You need to call the configure script with a special argument i think it was --with-apxs or something like that. Try to make ./configure --help. It should be on the list of arguments. Also you should take a look in the php manual there is a very nice explanation of it in there.
