Just wondering but did you compile libjpeg with --with-shared --with-static?  I believe it is --with*... check the doc to see if it is --enable*.
 
Anyways, did you compile it to have both shared and static?  I also assume you did make install afterwards and made sure it is in /usr/lib/ or /usr/local/lib?
