Apparently, the instructions for Personal Web Server are not correct.  I
found information on the internet that helped me with this problem but
resulted in another.

The instructions should be:
In Personal Web Manager
  Click on View>Advanced > Edit Properties

   Check Execute box
   Click OK

However, I'm getting a new problem when trying to execute PHP:

PHP Startup: Unable to load dynamic library './php_mysql.dll'
