After extracting PHP5, you will find under root directory,   For php.ini, there are two files php.ini-dist, and php.ini-recommended, you can use either of these files. Second file recommended and rename to php.ini And php5ts.dll under root directory.  Go through the Install.txt and follow the steps   Eg.
