You are correct.
I removed this line:
SetEnv PHPRC C:/Apache/Apache/php from the httpd.conf.
I could see it was running from command line and I could not see anything of PHP in the source code from the web page so I new it is working it just did not display anything. I went back and commented out what I put in and that fixed it.

if nothing displays, how do you know it works? If you can run php on the
command line, but not in a browser, likely you need to configure your
webserver to run php properly, without knowing the webserver, i'll stop
there.
