Alick,
You may need --with-regex=system but have you tried compiling with just --with-regex (which defaults to --with-regex=php)? It may overcome your compilation problem. The manual advises against changing --with-regex "unless you really know what you are doing".
I'm sure it would be appreciated if you would be kind enough to post in plain text not multipart mime please.
