I do not have this rpm installed. I am going to find it on the Fedora
core CD and install..

What does 
# rpm -q php-pgsql
say?

Mine:
[EMAIL PROTECTED] rpm -q php-pgsql
php-pgsql-4.3.4-1.1

Please make sure you install php-pgsql RPM package from Fedora Core 1.
