I found the same thing (with the same setup) -  see my post from 20 Feb.
Installs have worked without a hitch using PHP 4.X.X, (and early Beta
versions of 5) but can't get this latest version to work at all.
The directory structure of PHP5 Beta 4 is different now, (eg there is no
'dll' folder, extensions in now 'ext') but the included install doc still
relates to the older structure.

I don't know whether files have to be placed in different places . . .
Did you keep your old php.ini file? or use the one that came with the latest
version?
