Installation programme normally install
php.ini in your system root directory.
it may possible that your system root directory is
c:\Documents and Settings\Administrator\WINDOWS.
you reinstall windows recently.???
Well you can manually copy that file to c:\windows if
you need. it will work good there too but first check
which directory is your system root directory.
