I got stuck the same way...even after getting PHP running on my NT. I was installing PHP 4.3.1 on Windows 2003 server and couldn't get it to work. I went back....after taking a break, and deleted all PHP dlls taking the system back to just the php.ini file mentioned in the install instructions.....it was the first step. Then I followed the instructions...and boom! it worked! (I did the manual install.......I never did get PHP to run under the windows installer.)
