Because you compiled it as a DSO. Recompile and drop the --with-apxs2 switch, and you will have your executable.

Here is my ./configure ./configure --with-apxs2=/usr/local/apache/bin/apxs --with-gd --with-pgsql --with-jpeg-dir=/usr/local/lib --with-png-dir=/usr/local/lib --with-zlib-dir=/usr/local/lib --prefix=/usr/local/php I moved to /usr/local/php in order to see if it would place the new php executable in php/bin but it is not there.
