The problem is that .htm/.html files aren't being parsed. Simply open the configuration dialog of IIS (in control panel) and then go to 'Home directory'. Click in 'configuration' button and click in 'Add' and then enter .html as extension and C:\php\php.exe as executable (or where is your php).
