Tony - Thanks for the suggestion. I movied php.ini back and forth from c:\winnt to c:\winnt\system32 to the Apache install directory and all of its subdirectories to the PHP directory and all of its subdirectories, but it didn't work. And the reason I don't really care about security is that I mostly prefer RedHat 8.0, but I just have been too lazy to reinstall it since I had to reformat and reinstall Windows (which I always do first, since it overwrites the boot loader). Your comments have been very much appreciated and now I see the light - I'll install the same Apache version and PHP version that my host uses, and since I believe they run a *nix server, I will install it to RedHat.
