You said you re-installed php... do a search for all 'php.ini' files on your hard drive. It *could* be that an older version of php.ini in a different directory is messing things up. Your php.ini should be located in the C:\Windows folder (Or whatever your windows folder is)... Let me know how that goes, I'll try to think up something else to check!
