When I loaded the page on the localhost, I actually got an error. It was the force_redirect that was not set right. But, in my PHP.ini it was. So I did a little looking, and somehow another php.ini in a different location on my machine was messing up my c:\winnt\php.ini. So I deleted the other one and zip-bang it worked.
