Did you do an --enable=so when you configured Apache? or do --with-apxs="dir" when you configured php? The second one would add the LoadModule in automatically to your httpd.conf file.
Or maybe you have two installs of apache? I know my sun box had a version of apache that was installed on there. Be sure you are looking at the correct one.
