I couldn't get PHP 4.2.3 to work with Apache 2.0.43, but PHP 4.3RC2 works for me. I had to make PHP DSO for Apache 2, I think either static modules dont work or are not supported for Apache 2.
Nothing obvious comes to mind for your problme, except a mixup in directories or configuration. I would start with a fresh directory for installing both Apache and PHP and start with the configuration files from the distribution.
