No!  You forgot to put php.ini file from c:\PHP4 into Windows (WINNT)
directory.  When you look at PHP4 directory, there are two INI files,
php.ini-dist and php.ini-recommended.  You can copy to c:\windows directory
and rename it to php.ini.
