Kishore, without testing the machine and trying to replicate it it almost sounds like you might have a bad install of windows or at least a box that would be better off being rebuilt. I recently tried running apache and php together with MySQL on a machine for a short period with 64MB of memory and it really requires more then that.
If at all possible, try to get some more memory or an upgraded machine and a fresh install of Windows and I think that you will be a lot happier, and get it to work.
