Abdel, If you want PHP as an Apache module then apxs (or apxs2 if using Apache2) is needed. If you want PHP as a CGI then it is not.
We do not know anything about your operating system, php version or what errors you are getting. I have not used Apache2 so I may not be able to help, but I'm sure others who have will want to know the information if they are going to be able to help.
