I hate to sent a me too, but I've been having this problem since I went
to 2.0.35.  But I never tried apachectl restart to load the php module. 
You are right, I loads and php runs perfectly.  

I'm running on debian unstable, 2.4.18 kernel, if that makes a
difference.
