Yes, this isn't going to work because although windows DOES work 95-->98-->ME parallel to the NT 4-5-2000 range, something from ME is very unlikely to work in 98 let alone 95.
The simplest solution is get someone else with win95 to e-mail it to you, and check that you haven't done something strange like making php think you're running it on the supercomputer of the centery with windows 3000 on or whatever (trust me, i can cock up a computer that much!)
